Nearly all the graffiti is competing tags, not art! Any conversation is a dialog between two parties - how many of the graffiti vandals make themselves available for a conversation with the people whose property they deface? There are many places where wall space has been made available for art that is done by people who are prepared to engage in conversation and get agreement.
