The nine-page letter, signed by project planner Cathy Graves and mailed Aug. 22, lists dozens of shortcomings. Some must be remedied before the application gets further attention, while others can be handled later in the process, Graves wrote. Initially, county planners and public works engineers require additional plans to handle storm water runoff, an updated soil report, grading plans, revised traffic studies, an assessment of whether the sewage leach field could pollute a storm-water collection pond and work on other issues. During the review process, according to the letter, South County Housing must plan for erosion control, obtain easements for off-site drainage, get a construction permit from the state Water Resources Control Board, obtain a sewage disposal permit, move the community building closer to the center of the site, provide bus shelters and a disabled-compliant loading pad, and increase passive solar facilities, among other upgrades. The suggestion that rezoning might be appropriate could be a major stumbling block for the project. Graves wrote that a “planned unit development” permit might better accommodate the development. South County has applied for than a subdivision and residential development permit. “Because planned unit developments are only allowed on residentially zoned properties, and the subject parcels are zoned SU — or special use — a rezoning to an appropriate multifamily zone district may be advisable,” Graves said. She suggested South County officials confer with the planning department to determine which way to go. Community opponents of the 55-unit proposal on a meadow adjoining the Felton Faire shopping center have long maintained that the original rezoning to an SU district was illegal because neighboring property owners were never notified. Under current local land-use regulations, only two homes would be allowed on the 15-acre site. Another rezoning would add months or possibly years to the planning process.

Thank you Press Banner for reporting this!! That original rezoning was illegal and the next attempt will be as well. The property is OUTSIDE the Urban Services Line.

One has to wonder how the developer can keep trying to move forward in the face of the County's incomplete application letter. It sounds like even with constant consultation with the County staff, that the wrong kind of application for the wrong kind of zoning has been applied for.
Storm drainage, sewage disposal, flood control, zoning, general plan, and water supply issues are the same issues that were discussed 3 years ago, and they have still not been properly addressed. Shall we change the name of the project from Zayante Oaks (the ones they are going to cut down) to Improbable Acres? By the way, with the mortgage credit crunch, bank and brokerage failures, and deflation in housing values, hasn't local housing become more available and affordable now? (if you can find a lender who will lend) Why do we need this ill-conceived project anyway? Who would be so foolish to buy it. Wait, that is it: SCH's Felton Folly is the new project name...... report abuse

This is standard procedure for SCH - cut corners, disregard the environment, build it, then run. Ask them about Corralitos Creek Apartments in Watsonville.
SCH has shown their true colors now. They do not care one whit about the environment. They do not care one whit about the concerns of SLV residents. But what is so frustrating is how they conned certain members of the community into calling it "green building". As if! report abuse

Thanks also to CORE and Steve Homan for keeping so diligent on this housing project. I fear that if it weren't for them the county would have pushed the project through their channels without consideration for laws.

Thank you to the County Public Works Dept. for an honest review of their portion of this application. Thank you to Steve Homan and Sean Wharton for their expertise in the fields of sewage and water and bringing many of the same shortcomings to the public's attention for 3 years now. We, 4000 constituent signatures, hope the Supervisors will follow their own criteria for urban housing and do what's right and reject his high-density housing project on such an inappropriate and environmentally sensitive site. report abuse

Now that the County has come up with a nine page letter of deficiencies, concerns, hurdles, and prerequisites for the proposed 55-unit SCH Project, SCH will have the ball in their court to figure out whether to try and address the many onerous and specific problems, or else abandon the project as impossible as well as too costly.
I salute County Public Works for addressing many of my concerns. The Environmental Health Service comments are much more vague, but the underlying sewage disposal and water supply problems remain. I don't think that this particular County department wants to air the SCH's specific sewage disposal testing, sewage disposal design, and water supply woes in public. For those who advocate the project, please take a look at past Press Banner letters to the editor and op-ed articles again, and then please compare my comments to the County "incomplete letter". You will find many, many consistencies. You may email me at sdh (at) cruzio.com, and I will send you a pdf of the County's incomplete letter. I hope that now that the County Board of Supervisors can clearly see what obstacles exist, and that the Board of Supervisors will call its loans and stop funding the studies that supposedly support this ridiculous project. This article contains significant erroneous information. The issues that still need to be addressed as part of the initial submittal are actually less than for many projects of this size and scope. The initial submittal was actually very thorough. Many of the issues that the article noted were required "during the review process" are actually issues that could be addressed as conditions of approval, should the application be approved. It should also be noted, that should the applicant request a rezoning, that would not take any additional time, but would be added to the current proposal. It would really be nice if the "reporter" had actually checked with someone who could have accurately conveyed the facts.

This is why the SLV community has little or no trust in the county officials involved in the Felton Faire Zayante Oaks high density housing project by South County Housing Corp.
Glenda Hill / Cathy Graves aka “April” sit at their county desks on county time posting spin in the Press Banner comments. Pathetic. Glenda/Cathy/April - you are either incompetent or complicit. The initial submission was grossly lacking and showed us exactly how little South County Housing Co respects the environment. Why is the county advocating this particular project? Oh, that's right, they have $700,000+ invested in this boondoggle, and they are trying to save face. It is a huge conflict of interest to be both a financial partner, a project advocate, and a land use review agency all at the same time.
