A program to provide low-interest loans for solar panels, solar and on-demand water heaters, home-scale wind generators, insulation and other clean energy systems is being proposed by Assembly candidate Barbara Sprenger of Felton.
The program is designed so that loan payments are offset by savings on most consumers’ utility bills.
“Many clean energy technologies have large upfront costs, but they save money on energy use and reduce greenhouse gases,” said Sprenger, a Democrat.
“By financing these investments over time at low interest rates, more people can afford to make these investments, reducing their carbon footprint and monthly utility bills at the same time.”
Under Sprenger’s plan, the state would “buy down” the interest rate to ensure that consumers’ energy savings are more than their loan payments.
The program would help the state reduce greenhouse gases as required under the Global Warming Solutions Act of 2006.
